Buying with land
If you are going to buy a Bulgarian property including the land, you will need to register a Bulgarian company, to own the land. This is because according to the Bulgarian Act on Foreign Investment, foreigners can buy buildings but not land.
This law has been removed since February 2005, but these new provisions will take effect after Bulgaria enters the EU (January 1, 2007) and there is a seven-year grace period before foreigners will actually be allowed to own land in Bulgaria. This means that it will not be before 2014 that foreigners are able to purchase land in the country.
The costs associated with the transaction are, however, lower. As in elsewhere in Europe, the transfer is subject to notary and municipal fees. The notary fees are approximately 0.4% of the declared price. The municipal fees are 2% of the declared price of the property and are paid to the municipality in which the real property is situated.
